The Specific Statement of Work includes:

  • Description of the current funding models including:

    • Operational funding;
    • Maintenance/protection funding;
    • Capital funding;
    • Prevention services funding, and
    • Similarities and differences between Aboriginal and non-Aboriginal funding formulae with respect to operations, specific services and other aspects.

  • Description of the current level of resources allocated to child and family services and collateral providers.

  • Description of new funding models and visions that promote the enablement of families and the devolution of funding decision-making to as close as practicable to the front line service worker.

  • Identification of options to develop appropriate and adequate funding options, including:
    • Inclusion of agencies in the budget setting process;
    • The identification of barriers to introducing new funding options;
    • Services in remote areas;
    • Cost of living adjustments;
    • Payments to birth families;
    • Early intervention;
    • Re-unification services;
    • Re-allocations of resources; and
    • A description of issues associated with achieving equity and parity in the allocation of resources irrespective of the source of the funding.

  • Consideration of funding based on population/capitation criteria that are sensitive to high needs population segments (e.g., single parents), and that recognize prevention activities as a funding category.
