The Specific Statement of Work includes: 

  • Develop a model for the provision of integrated intake and assessment services including a proposal for shared governance.  The specific model may vary depending on the nature of the community within which the service will be offered.

  • Describe the working relationship between the first response system, (i.e.  intake and assessment) and other services provided by the mandated agencies.

  • Identify existing community-based collateral service providers that can deliver prevention, early intervention and support services in collaboration with the Child and Family Services System.

  • Propose a protocol or service agreement arrangement that may be used with collateral service providers to formalize their relationship (i.e. stipulation of their role and expected outcomes) with the Child and Family Services system.

  • Develop a system for centralized administration of residential care resources so that availability is based on the prioritized needs of children in care.

  • Develop specific proposals for innovative prevention and early     intervention programs that build on the unique strengths of local communities.  These proposals should emphasize:

    • a "holistic" approach to service provision;

    • intersectoral integration strategies and protocol development;

    • collateral providers and programs;

    • cultural aspects of service provision

    • integration of prevention and protection approaches;

    • urban/rural strategies;

    • placement resource protocols;

    • choice pre- and post-intake, and

    • consistency of fees and payments.

  • Propose service alternatives to substitute care based on the principles of family empowerment, strengthening the capacity of families and non-adversarial intervention options (e.g. – family group conferencing, family justice approaches).

  • Identify children and families currently being served, whose case will be transferred to one of the newly created mandated agencies including all the elements associated with that transfer.

  • Develop a protocol or service agreement to be used when one mandated agency will provide a service at the request of another mandated agency.

  • Strategy to create and sustain off-reserve governance role in service delivery.

  • Submit recommendations to the Financial Working Group on funding options for the recommendations and proposals forthcoming in this Working Group’s Report.
