The Specific Statement of Work includes:
Detailed
analysis of the The Child and Family Services Act and the
Adoption Act to identify those sections that must be repealed
and replaced to enable the creation of mandated First Nations and
Metis Agencies to serve the Province of Manitoba.
- Identify changes to the Foster Care Regulations
and Residential Care Licensing Regulations that may be required
due to the restructuring of the Child and Family Services System.
- Propose changes to The Child and Family Services
Act that would allow for the cooperative governance of intake,
assessment and other statutory services as an organizational option.
- Propose changes to the principles section of
The Child and Family Services Act to reflect the right
of First Nations and Metis people to provide Child and Family
Services for their communities.
- Propose changes to The Child and Family Services
Act to incorporate a renewed focus on prevention, early intervention,
service partnerships and non-adversarial intervention options
(e.g. family group conferencing, family justice approaches).
- Propose changes to The Child and Family Services
Act to allow the powers and duties of the Director to
be administered in a manner consistent with the restructured Child
and Family Services System.
- Propose changes to The Child and Family
Services Act to enable the services of the Childrens
Advocate to be delivered in a manner consistent with the restructured
Child and Family Services System.
- Identify consequential amendments that may be
required as a result of implementing the recommended changes to
The Child and Family Services Act and the Adoption Act.
