The Specific Statement of Work includes:
- The identification of interjurisdictional and
intersectoral issues as these relate to the re-structuring of
the child and family service system, and the identification
of options for resolution.
- Review of policies, funding models and other
relevant aspects regarding the delivery of child and family
services to First Nation and Metis peoples in other provinces.
- An analysis of the impact of those policies upon First Nation
and Metis peoples.

A description interface and common issues
among jurisdictions, First Nations and Metis authorities including
but not necessarily limited to:

Specific policy/service questions including:
- Parity/disparity of services resulting from
treaties, agreements and other instruments (e.g., The Constitution
Act);
- Service options for medically complex children
and children with special needs;
- Repatriation of First Nation and Metis children;
- Services to multi-band families;
- Interprovincial protocols for service; Impact
of existing legislation other than Services Act and
The Adoption Act (e.g., The Constitution Act
and The Indian Act), and
- The impact of the Framework Initiative Agreement
on child and family services.
- An analysis of the interfaces between the child
and family service system and:
- Youth justice system;
- Economic and Income Security;
- National Child Benefit;
- Education;
- Health;
- Policing;
- Healthy Child Initiative;
- Health Canada;
- Children's Special Services;
- Manitoba Bureau of Statistics;
- United Nations;
- Family Violence, and
- Family Conciliation.
- An analysis of the impact of:
- Aboriginal Head Start;
- Community Action Program for Children;
- National Child Agenda, and
- Canada Health and Social Transfer on child and family
service systems.
